Mock Congress dies in week two. Here's why.
Most classroom simulations collapse for the same three reasons: nobody owns a calendar, every speech is a filibuster, and there is no bill on the floor.
If you are running this in a high school or college class, steal this first-session agenda:
Assign every student a real district. Not "Democrat 1." A state, a party, a committee. Identity creates incentive.
Introduce one bill. One. Short enough to read in four minutes. Vote it the same week.
Put a whip in each caucus. Their job is not to speechify. Their job is to count votes before the vote.
The chamber only feels real when the vote can fail. If the outcome is guaranteed, students check out.
BillForge is built around that: a floor for debate, a record for bills, a $9 seat so people show up.
