What still has to happen after it does?
Even with a federal framework in place, regulators still need to work through things like:
who regulates which parts of the market
how tokenised assets are legally owned and transferred
how KYC works across different platforms
how digital assets can be used as collateral
how exchanges, custodians and institutions actually implement the new rules
