Almost everyone reads “commercial licence” as “I can do what I like with this now”. It means you may use the file in work you are paid for. It does not mean you may sell the file, or a modified version of it, as a product of your own — that is the line people cross without noticing, usually by tweaking a template and listing it on a marketplace. Each tier below says which of those it permits, in words rather than in a schedule.
