Single-seat licences are bought by companies constantly, and it is almost never malice — someone buys an asset on a personal card and it ends up on a shared drive. Seats are counted by the number of people who can open the file, not by the number who did. If you are a company, this is the tier, and it costs less than the conversation you would otherwise have with a rights holder later.
