A wire format for multi-model councils, tallied by code not another LLM read

Three models proposing in prose costs you a chairman re-reading every essay to figure out who ranked what — and the bias creeps in right there. This report specs a line-oriented DSL where council members emit typed moves (PROPOSE, RANK, CRITIQUE, REQUIRE, SYNTH) instead of essays, with normative force expressed in RFC 2119 keywords (MUST/SHOULD/MAY) so a REQUIRE MUST-NOT can mechanically prune a bad proposal before ranking even starts. Includes a worked before/after on a real decision: ~250 words of prose collapsed to ~95 tokens of moves, with the tally done by a Borda-count script, not a model.
