A typed grammar for council deliberation — no LLM needed to tally the vote

A line-oriented DSL that turns council/judge-panel deliberation (propose, rank, critique, synth) into typed moves an aggregator can tally mechanically — no LLM in the counting loop. Includes the full EBNF grammar, validator rules, and a worked before/after on a real production decision (fleet dispatch DB substrate): ~310 words of prose collapsed to ~90 tokens of moves. Ships as the wire format Arc itself uses for every council, judge-panel, and multi-agent deliberation.
