The 3 Paperwork Gaps That Hold Cannabis Shipments at State Lines

After reviewing dozens of cannabis shipment delays, the same three gaps show up every time.


Gap 1: Missing jurisdiction-specific permits.

Most coordinators check the origin and destination state requirements. They skip the transit states. A load moving from Colorado to Illinois through Kansas needs Kansas transit documentation — not just CO and IL permits. Miss one transit state and the shipment stops.


Gap 2: Custody handoff documents that don't match.

The manifest says one driver. The bill of lading says another. The custody chain breaks at the first inspection. Every transfer point — warehouse to truck, driver A to driver B, truck to receiving dock — needs a matching signature, timestamp, and document reference.


Gap 3: Timing windows that already closed.

State permits have submission deadlines. Carrier cutoffs don't wait. A shipment that's documentation-ready but 4 hours late on a filing window sits until the next window opens. That delay compounds into missed delivery commitments.
