Every verdict is tri-state: PASS_BALANCE_ONLY / FAIL / UNVERIFIABLE, FLAGGED / NOT_FLAGGED / UNVERIFIABLE. Where a firm publishes a rule inconsistently, the preset stores unknown and reports UNVERIFIABLE.
