The ranking is population plus economy. California, Texas, New York, Florida sit at the top of the book. The Dakotas, Alaska, Vermont, Wyoming sit at the bottom. That is not a moral ranking. It is a liquidity ranking. Traders already have a mental model for those states. The quote just has to match it.

The spread is the business. Buyers pay 1% brokerage (the ask). Sellers take 2% (the bid). Unlimited stock at the listed quote, so you are not fighting a fake scarcity mechanic. You are trading a named parcel on an exchange.
