The exact YouTube Ads audience stack that dropped cost-per-lead from $86 to $41 for a local HVAC client

Most agencies pitching YouTube Ads to local businesses default to one broad "in-market" audience and call it a day. That's why most YouTube Ads campaigns for local businesses underperform.


Here's the audience layering structure that actually moved the needle on a recent home services campaign:


1. Cold prospecting — Custom Intent audiences

Built from competitor brand names + high-intent search terms (e.g. "[service] near me", "[service] cost"). This catches people actively researching, not just broadly "in-market."


2. Cold prospecting — In-Market audiences

Google's pre-built in-market categories for the relevant industry, run as a separate ad group so you can measure performance independently from custom intent.


3. Remarketing — Site visitors who didn't convert

The most overlooked layer. A visitor who didn't fill out a form or click-to-call in their first session converts at a dramatically higher rate on their second exposure. Almost no local business does this today.


4. Remarketing — Customer match / existing customer list (for repeat-service businesses)

Upload the existing customer list and either exclude them from cold campaigns (saving budget) or target them with a seasonal/reactivation offer.


Result over 30 days on this structure: cost per lead dropped from $86 to $41, and booked jobs went from 9 to 22 in the same period, without increasing spend by more than ~15%.
