A few things I learned building a removal tool for this:

• There's no single "master switch." The FTC and most states don't require brokers to sync opt-outs with each other.

• Manual opt-outs work, but they're not permanent. If you don't re-check every few months, you'll pop back up.

• The sites that are hardest to opt out of (multi-step email verification, mailed confirmation) are usually the ones with the most detailed profiles — worth prioritizing those first.
