TikTok counts a view as a person that remains on the video for longer than five seconds and is not marked as Not Interested by the viewer. These videos also can’t include advertisements, paid promotions, Series content, or sponsored content. 

Basically: no double dipping! If someone else is paying you for the content, TikTok won’t.

According to TikTok's top creators, they earn between $0.50 and $1 per 1000 views with the TikTok Creator Rewards Program. That means that per every 1 million views, TikTok creators could earn from $500 to $1000 dollars.

Acceptance into the TikTok Series Program is not automatic or guaranteed. This is something that you can apply to, and there’s a small wait involved while your application is reviewed by TikTok employees. Your content needs to meet the eligibility requirements set forth by TikTok. 

In addition to that element of human review, your videos need to meet similar eligibility requirements as those for the Creator Rewards Program. Just as a refresher, here they are:
